The Tokyo Vice was first established as a film in 2013, with Daniel Radcliffe attached to the star as Adelstein. Anthony Mandler was appointed to oversee, and the development had progressed sufficiently until production began in mid-2014.
In June 2019, the project was redesigned as a television series, receiving 10 episodes directly from the WarnerMedia series for broadcast through their HBO Max broadcasting service. Ansel Elgort was set to produce the series, with JT Rogers writing with Destin Daniel Cretton directing the series. In October 2019, Michael Mann was hired to direct the lead episode of the series and act as the main producer of the series.
The series began on April 7, with the first three episodes available immediately, followed by two weekly episodes until the end of the season on April 28, 2022.
In addition to his production announcement, Ansel Elgort was also to play. In September 2019, Ken Watanabe was added to the cast. In February 2020, Odessa Young and Ella Rumpf were added to the cast. In March 2020, it was announced that Rino Kikuchi had joined the cast, and that the shooting began last month in Tokyo.
In October 2020, Rachel Keller was replaced by Young. In September 2021, Hideaki Itō, Show Kasamatsu and Tomohisa Yamashita were announced as regular in the series, with Shun Sugata, Masato Hagiwara, Ayumi Tanida and Kosuke Toyohara joining as repeaters.
The main photography of the series began on March 5, 2020. On March 17, 2020, it was announced that production had been halted due to the COVID-19 epidemic in Tokyo. Production resumed on November 26, 2020, and ended on June 8, 2021.
